NSW: Foreshore Building Line in most LEPs. Crown Lands consent for any structure below MHWM.
VIC: Public Access provisions + Cl 12 (Coastal areas)
QLD: Coastal Foreshore Areas + State Marine Park Zoning
Notes

Foreshore is about preserving public access + visual amenity. Building line setbacks are usually generous (10-50m). Marine works (jetty, boat ramp) are a separate multi-agency approval.
