NSW: LEP Schedule 5 (local items) + State Heritage Register (SHR — Heritage Act 1977). SHR works need Section 60 approval.
VIC: Heritage Overlay (HO) under Planning Scheme + Victorian Heritage Register (VHR — Heritage Act 2017). VHR needs Heritage Victoria permit.
QLD: Local Heritage Register + Queensland Heritage Register (Queensland Heritage Act 1992).
Notes
Heritage adds 3-6 months to typical DA timeline + 15-40% to design fees. Heritage listings can ban certain works entirely (e.g. demolition of significant fabric).
