Planning instruments
- Planning Scheme
Council-level instrument under the VPP (Victoria Planning Provisions). Each LGA has its own Scheme that adopts state-wide policies plus local provisions.
- Particular Provisions (Clauses 52-58)
VPP particular provisions including Cl 52.06 (car parking), Cl 54 (one dwelling on a lot), Cl 55 (two or more dwellings), Cl 56 (residential subdivision), Cl 58 (apartment developments).
- Zones
Residential (GRZ, RGZ, NRZ), Commercial (C1Z, C2Z), Industrial (IN1Z, IN2Z, IN3Z), Mixed Use Zone, Rural zones (FZ, RAZ, RCZ, GWZ).
- Overlays
Heritage (HO), Bushfire Management (BMO), Environmental Significance (ESO), Vegetation Protection (VPO), Floodway (FO), Land Subject to Inundation (LSIO), Design and Development (DDO).

Owner-Builder certificate required for work over A$16,000; valid 3 years per property; can apply once every 5 years
Victoria's ResCode (Cl 54/55/56/58) is the residential design framework. Most residential DAs trigger Cl 55 (two or more dwellings). BMO overlay triggers extensive bushfire requirements.
